Counties can keep their voter registration records up-to-date by using National Change of Address (NCOA) records. NCOA is a database compiled by the U.S. Post Office of all those people who have turned in change of address forms to have their mail forwarded. The SOS provides this data to the counties every month on the county's FTP site. Here is how a county could use these records:
1. Review the spreadsheet of voters' names and new addresses.
2. Send a confirmation card or a custom letter to the voter asking the voter to update his/her information. This is optional but recommended.
If you send a mailing to the voter's "new address" provided by the NCOA you must follow these rules:
Do not inactivate the voter's record if the mailing comes back undeliverable. You are working with an address that was not provided by the voter so you can not change the voter's status.
Do not update a voter's address in SCORE based on NCOA data.
You may only change, update, or cancel a voter's record if the voter provides you updated information.
